I don't use cotton to wipe on toners but I do make DIY sheet masks when I want to treat my skin and these are great for that because they're so thin you don't waste your toner and they get nice and soaked to deliver the benefits to your skin and not the cotton

I always use this to apply my toner in my skincare routine, it is cheap and comes with so many pads! The pads are of good quality too, perfect for a making a toner mask by soaking one pad and applying or to apply toner with a double layer.
