This is a good toner that absorbs quickly into the skin. It does give my skin some hydration before my moisturizer. On days that I have breakouts, I would use this toner after cleansing and before moisturizing since I know it wouldn't irritate my skin any further.

Have been using it for a good amount of time before doing the review and would recommend it to those people who have dry skin but not sure for those who have sensitive skin need to do more research on your own.
